But shouldn't this be the case, that recruitments are done according to THE RESIDENTS of a locality? Otherwise you will have 'tourists' from as far as Kiambu attending recruitments in Lamu, for example?
If the recruiting authority sets high qualification requirements as it should, there may not be enough qualified applicant's in one county.
Sometimes the people chasing and attacking "foreigners" are the ones that dont qualify and the county ends up with substandard teachers.

Every community has its share of gluttons. Tuache kuonea Waluhya. Hata kwetu wako na tunawaita akoroku, akorokeri or simply mundu mukoroku. A fellow without conscience who would rather eat two loaves so that his stomach bulges while his neighbour misses his share.

The law has the 30% rule favouring 'tourists'.
