A consumer should be able to trace the produce throughout the supply chain to the farmer. The system of laws and standards are being made to enable the country production system to meet international standards and make our produce competitive.

Thats all good. But they are pushing the cost of that traceability to the farmer with threats of financial and personal harm. And its them who should have ensured that the systems exist in the first place.

I don't think there is a problem there. Think of it this way, you are absolutely free to slaughter and eat a goat with your household, no health inspector required. However, if you offer meat for commercial consumption, you must meet minimum health requirements (We are lacking here because @Mongrel is still in business :ROFLMAO: :LOL: ).

Those punitive measures are meant to deter forgeries. When you register you 0.9 acre of Hass avocado for export, you don't want a fraudster to also claim his ovyo ovyo avocados are registered.

Food chains are very sensitive to quality issues. Supposing Muranga farmers solely depend on avocado export. What would happen if the EU banned such exports from Kenya due to quality issues? How would we trace the culprits? How do we regulate these requirements without law?
