I am for this idea after reading the reasons BBI Task force has given to support it.

However i have two questions or rather concerns which are given below

  1. Will the sitting president accomplish enough projects during the 7yrs period.
  2. Handover to the next regime,will they be compelled to finished incomplete projects or they will discard them and start their own.
They seem not to have addressed that clearly.

it is a good thing as the new president will just be focused on delivering his legacy and will not be encumbered by the shackles re-election.
the reason bureaucracies are not changed with the president is to conserve institutional memory and ensure continuity of good programs.

But Uhuru made a 180 turn on Kibaki projects. Any new regime coming in will initiate new programs and projects, for the sole purposes of eating.
 
As long as the President's motivation are nefarious it does not matter whether they have a 7 year term or 2 5 five year terms, damage shall be done.

Using this logic, Uhuru's second term should've been his most productive as he's unencumbered by re-election, innit?
