On phone don't click on the word like, click on the thumbs up icon and various options will come up and you will get it there.

Long press the like buttonIt's easier for those on other devices because theres an actual mouse arrow to use to hover over the "like" link and see the other reactions.
A bit harder on phone because a phone screen doesn't differentiate hovering and just idling

I also checked in into two different forums to see how they "police" the use of that dislike button to avoid misuse.
One forum assigns a daily/weekly quota of dislikes so each user can only dislike so many messages in an hour or even a day etc
The other forum weights how many dislikes a user is assigning to other users against positive reactions. If they find that a user is handingout dislikes like candy, they either conclude that the user is unhappy on the forum and needs a break, or they change your status to reflect that, or they take away the ability to hand out dislikes ... or whatever.
That ensures someone isn't just sitting somewhere waiting to dislike posts just to exasperate other users or just to be a d!ck

See Wamanyondo @Nefertities suggestion above. With a fixed quota of Dislikes (and likes alike) to dish out, then that eliminates the loophole. Something like 5 Likes and 5 Dislikes per handle per day.
