True some people are just rouge and some form of forceful enforcement is needed but I think in some instances it would be better to review the directives, how do you explain a case where police stop a transport truck and proceed to whip the driver while a circular clearly states the people or operations exempt from the curfew, whipping people who break rules seems too colonial like. What would you differently when dealing with a Kenyan who refuses to follow government directives for their own safety?
Heavy fines would be a better alternative, but still circumstances have to be considered if public transport fails to move people, the government should consider proving the same, or consider a complete lockdown, or a half day work directive, something more realistic.
