Why would a government shutdown WITHOUT sensing a threat? Are you implying there was no immediate threat? Don't play around with words to save face. Shutting down flights from China to Kenya would not have stopped the virus from reaching Kenya so long as all the other nodes connecting to China remained open. No government in the world would close its borders with just one case reported. Show me one country. Remember that 20/20 hindsight.
