I get your points, there is something called escalation. I guess you noticed Mutahi only talked about arrests on the third day of his briefs. Governments work by persuasion and coercion / Sometimes the process of escalation may be too slow in your inexperienced/impatient/panicked eyes but there is a process before we get to the ultimate in government actions which is a declaration of emergency, introduction of martial law/suspension of the Constitution. If the situation warrants we will get there. Remember, governments do not always tell citizens all they know and manage information to prevent panic and breakdown of law and order.
