First, if it was just the levies that have led to less cash in circulation, why were people complaining of the same since 2018?

The primary culprit is cost of credit. Every thinking person understands that when that became expensive, companies started shedding weight. Unemployment went up by tens of thousands since covid and beyond covid since the businesses could not access cheap credit to restart.

It also didn't help that the monetary policy that raised interest rates was tied to the strengthening of the shilling and inflation management. A necessary but otherwise bitter pill.

Now we are coming down from that. Relatively stable macros, with record high reserves of 10bn+, a strong shilling, reducing bank interest rates, low inflation, lower debt to GDP ratio, high agricultural productivity to the point Tanzania have increased tariffs on our eggs, milk atc, and most importantly, a relatively stable government.

Kenya's growth curve is trending positive. You are just not happy with how slow the food is cooking like a hungry clueless child.
