Death in the North

The report is made to a police station that's 25 kms from the scene of crime, therein lies the problem, one security station shouldn't be more than 10 Kms2 from another, in sparsely populated area.

If the area is sparsely populated, doesnt also mean services will be sparsely spread?

I imagine you know the guys north of Isiolo live in isolated villages.
