Unless Joe Makilap played a fast one, Kaptiony girls was hived off from Kaptiony primary a year ago. And is a flagship project for the first term MP.
But him being a slick know-it-all and a member of the parliamentary budget committee, could be, just could be, he stuck his greedy fingers in.

I believe it's that nomadic mindset that makes them not see the value of anything permanent.
