More disaster tourism photo ops. Feet in the sludge for the cameras (then wash the feet with mineral water and disinfectant before getting into the chopper for the hop to Nairobi. The busy minister can't risk being delayed, or worse, being swept away from by flooded roads.

Meanwhile this is how you donate "clothes" to citizens who have lost all they had in a disaster. Then you announce how you donated clothes on tvs and radios.
