It means that after that terrible tragedy more than a decade ago, the idiots didn't establish a foolproof protocol to be followed when flying dignitaries....

Helicopters hazinanga foolproof protocols. The most one can do is to mitigate risk by ensuring timely and quality maintenance by competent staff, using a highly qualified and experienced pilot, and making sure the pilot is healthy physically and mentally. You may also back them up with a similarly credentialed co-pilot. And even with the most stringent preventive measures, they will still fall off the sky.
 
They have now lost 5 choppers within one year. SOmeone in the force told me a guy was fired after suggesting they aren't fit to fly.

The crazy thing is this is not even the first time KDF is having one of their choppers crash in a short period of time. Maintenance is a huge issue.

This is an apt description.

When I was young, I used to really struggle keeping the helicopter in Miami flying steady. It was easier to drive my yellow Mustang around the city at over 300 Kh/h.

Of course, I am talking about the video game, Grand Theft Auto - Vice City.
