There were two cases:
EACC v Waiguru - corruption which ended in Feb 2016
Waiguru v Raila - Defamation which ended in Nov 2018.
Around 2014 some foreign dignitaries were avoiding having meetings with Ruto and Uhuru because of ICC. But when ICC cleared them things changed.
Bottom line, once cases have been dropped by the investigative bodies, people are at will to go on with their business. So there's no confusion.
