It goes with the territory.
In this regime one is expected to make noise, however ridiculous and stupid, to be seen to be working.
When you work for a mean loud mouthed boss, you have to look busy whenever he is around.
This idea never work well in hotel industry and is a recipe for huge losses, congestion and other health and safety issues.
When Kibaki courted the Chinese market, hotels found to their dismay that as many as 6 Chinese guests would occupy a room. It wasn’t profitable or sustainable and was in fact an eyesore. This campaign and promotion thereof was quietly and swiftly withdrawn.
I am sure no hotel worth it’s reputation will want to try this model.
