AT 20:20HRS THAT IT WAS REPORTED BY ONE KYALO ALVIN KYALO A SECOND YEAR STUDENT AT JKUAT AND ROBERT MAINA MUTUGI A 1ST YEAR STUDENT AT DAYSTAR UNIVERSITY, THAT TODAY AT AROUND 13:00HRS THEY WENT TO MAGHARIB BUILDING NEAR T- MALL TO HAVE LUNCH. WHILE IN THE ENTRANCE THEY WERE ACCOSTED BY THREE MEN IN CIVILIAN WHO INTRODUCED THEMSELVES AS POLICE OFFICERS. THEY ARRESTED THE TWO AND INFORMED THEM THAT THEY HAD BEEN ARRESTED IN POSSESSION OF BHANG. ONE OF THEM WAS PLACED IN MOTORVEHICLE REG. KCT 826Q TOYOTA VITZ WHITE IN COLOUR. THE OTHER ONE WAS PLACED IN A WAITING CAR REG. NUMBER KBP 370G TOYOTA PREMIO SILVER IN COLOUR WHICH HAD THREE OCCUPANTS ONE DRESSED IN FULL JUNGLE UNIFORMS AND THE OTHER TWO IN CIVILIANS CLOTHES. THE TWO WERE HELD IN THE SAID VEHICLES FOR MORE THAN FOUR HOURS. THEY WERE FORCED TO CALL THEIR PARENTS AND SEND CASH KSHS ONE HUNDRED EACH IN ORDER TO SECURE THEIR RELEASE OR BE TAKEN TO CUSTODY. ONE ROBERT MAINA WAS DRIVEN TO AN MPESA AGENT NEAR THE DCC LANGATA OFFICES WHERE HE WAS FORCED TO WITHDRAW KSHS TEN THOUSANDS SHILLINGS WHICH HIS FATHER HAD SENT TO HIM. HE ADDED ANOTHER KSHS TEN THOUSANDS SHILLINGS WHICH HE HAD AND HE WAS RELEASED. ALVIN KYALO CALLED HIS MOTHER WHO WORKS AT CITY CENTRE. THE MOTHER CAME UPTO T- MALL WHERE HE MET HIS SON PLACED INSIDE MOTORVEHICLE REG KCT 826Q. SHE WAS ASKED TO RAISE KSHS ONE HUNDRED TO SECURE HER SON. SHE WAS ALSO FORCED TO ENTER THE CAR INORDER FOR THEM TO NEGOTIATE BUT SHE REFUSED. SHE TOLD THEM TO WAIT FOR HER AS SHE WITHDRAW THE CASH AT T MALL. AT T- MALL SHE MET POLICE OFFICERS FROM NYAYO POLICE POST WHO WERE ON PATROL AND REPORTED THE INCIDENT. OFFICERS RUSHED TO WHERE THE TWO MOTOR VEHICLE WERE PARKED AND MANAGED TO ARREST TWO SUSPECTS WHO WERE IN THE MOTORVEHICLE REG. KCT 826Q AND RESCUED ONE ALVIN KYALO. THE FOUR OTHER OCCUPANTS WHO WERE IN THE OTHER VEHICLE MANAGED TO ESCAPE UPON SEEING POLICE. ONE OF THE STUDENT COMPLAINED OF HAVING BEEN ASSAULTED BY THE SUSPECTS. THE SUSPECTS WERE ESCORTED TO LANGATA POLICE STATION WHERE THEY WERE IDENTIFIED AS.

3. 100767 PC TIMOTHY OTIENO WAS LATER ARRESTED WITHIN LANGATA.
ALL ATTACHED AT K9 LANGATA ALSO A KDF SMOKE JACKET, A REFLECTOR JACKET AND A RADIO SET GUDGET MAKE SIMOCO WHICH WERE RECOVERD FROM THE SUSPECTS KEPT IN SAFE CUSTODY. MOTORVEHICLE REG NO KCT 826Q, ALSO HELD AT THE STATION YARD. SUSPECTS PLACED IN CUSTODY. EFFORTS TO ARREST THE OTHER THREE KNOW OFFICERS IN PROGRESS. CASE P.B.C DCI LANGATA DEALING.
 
There should be special penalties for law enforcers who use their positions to extort, which should include forfeiture of wealth and properties, since they most likely were acquired through illegal means. In this case they are worse than armed thugs, who won't operate in broad daylight unbothered.

But there is already. Those Officers stand to lose a lot.
They will be dismissed dishonourably (no pension, gratuity or final benefits). Normally, upon retirement a Police Officer enjoys a considerable and generous pension till death and upon death the widow and dependents gets a good one final payoff.

Secondly, they will be charged with abuse of Office. This is a very serious offence.
Thirdly, their charge of robbery and blackmail will be at an aggravated level.

They are usually charged with extortion of money by threats contrary to section 300/1(A) of the Penal Code, which attracts a measly 50K in fines or a prison term of two and a half years. These are people who will continue with their lives as if nothing happened.

Depends on the Prosecutor. The course of prosecutorial action you are describing is way below their guilt.

Personally, I would approach the Judge with a view of arraigning with Robbery and Blackmail and all aggravated.
On top of that and because of violence, humiliation and illegal detention occasioned by the Defendants upon innocent non-impressionable Young People, I would even add Kidnapping, for a good measure.

I suspect that the youth arrested had contraband on them (weed), and what the cops did is not procedural. Would this throw a spanner in the works?

Good point but you got to remember @mzeiya that bent and bad cops plant drugs. This is especially so on innocent and timid Suspects.
In this case, I would take the Cops words with lots of salt.
