It a three pronged approach:
1. A red herring to withdraw attention from our current economic situation.
2. Build 'subject A' CV as a defender of Mt Kenya and subsequent claim to it's so much touted kingpin position.
3. Build 'subject B' CV among the rest of Nairobi residents as a hero against Mt Kenya domination/bullying and assure him an easy second term.

P.S: Take my words with a pinch of salt, as I minored in civics, two decades ago.

You cannot be a hero against mt Kenya and at the same time make it to be governor. Mt Kenya block in Nairobi is huge to be ignored. Riff raffs like waititu managed to get 47% of Nairobi votes shows you how significant their numbers are

Their numbers didn't help Margaret wanjiru.

Sifuna joined the race very late, I think a month to elections. Sakaja had been a nominated MP.

Margaret was weak but she got very huge serious numbers, even omanga, she did pull numbers despite her circus. Numbers that can make any political leader rethink their stand.

Minister Michuki as Minister and Nyachae as head of Public service are the best bureaucrats Kenya ever had produced since independence. The rest pale in comparison.
It may also be that Gachagua is misplaced as a DP. With his DO’ness, as a Cabinet Secretary cleaning up a notorious sector, may have been a good fit. Just like Michuki did in transportation and environment sector. Even though he can never be a Michuki even in a hundred year.
