Which leaning, between the West and anti-West, would have wished to see the status quo maintained? Can we assume that they sat by passively, just hoping. Having survived three sabotage attempts by determined dynasties, Ruto is a traumatized man capable of extremes. And that would inevitably involve hurting Western interests whose interests intertwine with those of local elites. You can tell that the US is already acting jittery, as if trying to cover for some guilt. It would be interesting to see how he handles the land question, given that he is not heavily invested in land. He promised to buy a million acres for Coast squatters, and 'buy' can take different meanings when it comes to government land acquisition.
