If I was IEBC, I would say that those numbers they are reading aren't actually the KIEMS kit serial number. I say it's just a system-generated number.
Then regarding the name, that's a background document. Maybe the carton containing the kit had the name written on it as it was to be handled by the Venezuela fellow.
