The Government of Kenya is now seeking to Legalise local Herbalists (waganga) to boost Kenya’s healthcare system and preserve indigenous knowledge and Genetic resources

Very wrong definition, the people being Registered are daktari wa kienyeji (herbalist/ medicine man).
Hii yako ya witch doctor= mganga, is the effect of a colonial bias in your education.
 
With a Regulatory Board where the ministry of Health, Defense and Trade & Industry have a permanent representation.
A Professional Association with member classes such as apprentice, broom flyer, miti ni shamba...., and regional chapters eg Kitui, Nyamira, Tanga... They will be sworn to a code of ethics where competing on prices is looked down upon.
Na mwishowe for CPDs there will be regular seminars and conferences held in the ether

Before the white man arrived on our shores, our societies had medicinemen, people who knew which herbs could treat which disease and they were very respected in the society. During colonialism alot of European anthropologists and botanists were sent to indigenous communities to document/steal this knowledge and western scientists determined the active compounds in those plants and synthesised them and many of those cpds are the basis of many modern day medicines. Dawa kama za malaria eg quinine, artemisin are derived from plants. So traditional medicine men need respect and recognition. Registration is also important to weed out fake ones.

Mganga is the real Swahili name for doctor. In the days of yore, some wagangas could infuse their practice with a little witchcraft (uchawi). There were also wachawi who practiced black magic (warogi). They are however different disciplines.

This is correct.
Daktari is a swahilification of the english word doctor. Mganga is the true Swahili equivalent of doctor. You may want to know that english borrowed the word from Latin.

Daktari (au dokta; wingi wake unaundwa kwa kutanguliza ma-) ni neno lenye asili ya Kilatini ("doctor") lililoingia Kiswahili kwa kupitia Kiingereza. Hutumiwa kwa maana mbili:

1) Mtaalamu aliyepata mafunzo maalum kwenye chuo kikuu cha kutibu maradhi ya wagonjwa. Mtu wenye ujuzi wa kutibu anaitwa pia mganga (wa), tabibu (ma). Daktari humtibu mgonjwa kwa kutumia sindano, kumtundikia dripu n.k. baada ya kumpima baadhi ya vitu kama:
