You guys miss the point by leagues. The warning does not encourage rape in any way...it simply tells the girls to take care of themselves so they are not victimized. The word catcall was not coined in Kenya but catcalls follow girls dressed in certain ways everywhere.

If they were saying avoid walking alone in the dark, have a personal alarm, don't separate from your friends when socialising etc.. I'd be more for it.
But I refuse to choose my clothes everyday based on what a would be rapist might think is or isn't appropriate.

This is a disappointing argument. That is like asking why brothers and sisters are not attracted to each other romantically yet they live in the same house.
It is basic conditioning and this case you have mentioned, it is cultural conditioning. For example, why would anyone find a partner more attractive once they get their lower teeth removed or the female is circumcised?
Similarly, if your default state is being naked, why would your brain be stimulated to find that irresistable?
Why must a couple continue keeping it fresh in the bedroom to keep their sexual life active after years of living together?
It really is that simple.

We have control over our actions. Why don't you drive off in someone's car because you like it?

The thing is, I agree that people should have control over their actions. In the ideal state raping, stealing, killing e.t.c should not be a common thing. Sadly there is nothing ideal about this world.

It honestly doesn't matter how you dress. If a desperate man gets the opportunity to take advantage, he will. Similarly, why would you dress in a short skimpy dress, cleavage all out looking like you belong on pornhub and not expect men to associate that with sex? The weak among us might sneak a touch.
 
We used to walk around without clothes till the white man came, even today some places like south sudan and swazi they do not cover their tits. The problem is not in the dressing code but the societal conditioning we have gone through. We associate this and that kind dressing as an invitation to mate and that is what we should change.
