hiyo kijana lazima akuwe mkubwa sana, keeping the mwalimu under control while driving the nail in the head is not a child play considering the mwalimu in question looks strong, because even after the incidence he seems to be doing ok with only a pamba on the head.
As @Kasaman amesema, headteacher need to disassociate students from parents when it comes to school fees, its not the wish of the kid not to pay, hasira should be directed to the parent.

How do you get them to pay fees if they sent kids to school without fees?

Summon the parents or whoever is supposed to pay , you must create good relationships with both parents and students . Hii si kitu ya siku moja! Right from admission , it's a journey and both teacher and parents know it.
There are those who have no issues with fee ,they don't mind paying for others, one or two !
Anyway with fee issues , politics aside. Headteachers must also be honest !
TSC ought to properly investigate this . In my view the teacher is on the wrong ! I'm sure he has done child psychology

Have you considered the possibility that the student might have gotten drunk with the headteachers thus mwalimu was too intoxicated to react.
