There is no money for anything like bbi/referendum at the moment.I'm not sure if parliament can make an amendment on this.
It would actually be better if we went for parliamentary elections now and get new MPs to serve 5 years then 2022 only vote for Governors and president.

in all this, one thing is very clear, a good majority of our MP's don't want to go back to the electorate, hence there plight is in the hands of The President, why then would they oppose Him ?
on the other hand, if He dissolves Parliament , this will see, WSR bring his war chest out, as he did in kibra by election , causing huge dents in his finances. Then Uhuru can move in and cripple him financials before 2022.
These will insulate Governors, from aspiring Senators and MP's, as Parliamentarians will be forced to resign prematurely so as to vie for Governorship, MCA's going for Parliament.
