I can assure you that the fishermen are properly sensitized by fisheries officers/scouts. it is the reason why illegal net owners avoid official landing beaches where their boats and nets are inspected as well as catch weights and sizes recorded.

Sensitization should not be a one-off thing it should be as regular as possible even weekly because of the new entrants in fishing but you and I know very well government officers take their jobs like some sort of hobby no one follows up on anything.
