Class 5 and 6 Pupils in Kenya Cannot do Simple Math - Report

I doubt this is about money but about teaching methodology and objectives. I asked one of the leaders of the SMASSE (now CEMASTEA) project in the ministry of education what the project has achieved in it's 20 years plus and he wasn't happy...only mumbling that the program is ongoing.
I am shocked that SMASSE is still in existence today. It was originally introduced and fully sponsored by Japan. It was supposed to run for some years. The only reason it may still be alive today is probably they found a way of making money out of it.
 
Tanzania is ranking ahead of Kenya in mathematics? I find that hard to believe.
Language of instruction might play part, I would assume it's easier for a kid to understand concepts in a language they are comfortable in, but that advantage say the TV kids might have faded with time. Maybe.
