We all stubbornly refuse to acknowledge that our police force leads in corruption and criminality. What makes the situation dire is that the same institution is entrusted to fight the two vices. It is possible to set up a brand new police force like other countries have done before. Georgia had a similar corrupt police force in 2003, which was replaced entirely with a new outfit. As a result, the current police force is the third most trusted organization after the church and the army. Georgia's position in the Transparency International’s corruption perception index improved from 124th in 2003 to 44th in 2019. In 2019, Kenya ranked 137th out of 180 countries.
