I think it's just an advisory, he can ignore it or act,it's up to him , different lawyers are seeing it otherwise, argument inakuwa the word SHALL. kumbe it has a dozen meaning?

hehehe that can't happen, they'll say bbi will address the gender issue! they'll also say the current constitution has too many gaps that needs to be addressed then sneak in dubious provisions that they won't openly campaign for or they'll brush them
