Waiyaki way Concrete Asphalt Combo

I passed by Waiyaki way recently and noticed that the contractor is putting up concrete and asphalt sections on the same road.

So i wondered whether this was the new trend in road construction in the 254. Who else has noticed the combo construction? Is there a gament policy that escaped my eyes?
