Corruption thrives in opaqueness. I would like to see more entries containing copies of the winning tender, as well as copies of the losing tenders. Finally, pictorial documentation of the project should be included in the records once the project is completed. When this information is available for public perusal, county officials cannot connive to give tenders to their relatives or friends, tendering firms cannot lie about their capacity, losing firms cannot be declared winners, under-delivered projects will be evident, and items can be quickly flagged if overpriced.It is cheaper to prevent corruption rather than hope to punish it once committed.
