I have always wondered if this service makes any money or it's just a hobby project run by a few people

Even if they don't I'm sure they get a lot of VC finding. On their website they offer services to businesses in the transport sector. I think something to do with marketing.

On traffic, there is google maps which has the same functionality plus API's.
the last time they updated their documentation was in 2015. Sounds to me like a hobby project than a business

Do they have costs, coz. all I see its a twitter bot that retweets all tweets they are tagged. In my estimation whatever advert revenue they pull is profit

it's not fully automated, they have to reply to some tweets and do some promotion like tagging ntsa and the authorities, giving tips so that they can seem useful, it's a nice model the only risk and greatest risk is that they have built their castle in someone elses sand box. If twitter decides to pull the rug they are done, also they don't have flexible access to the data that is generated, they have to use twitters apis for that.
