SUBJECT: CORRUPTION INCIDENT REPORT (.) Ref Ob 15/01/12/2021 at 2010 hrs (.) It was reported by No. 237277 IP Obed Mulunga the deputy Sccio Mathira West that today at around 1500 hrs while in the office, one John Kinyua who is an accused in a case under investigation of acquiring a tittle deed in order to defraud a parcel of land belonging to his uncle namely James Muriuki which is within Ngandu area in Mathira West mr bk 980498 about 2 kilometres from the station (.) Came to the office and found IP Mulunga together with IP Lucy Mbugua and Pc Mathew Chelelgo and said he wanted to talk to IP Mulunga privately without the presence of the other two officers (.) The two officers then left to Karatina where they reside (.) Immediately they left, John Kinyua stood up and told IP Mulunga that he had come with kshs. 200,000/- to be assisted not to be taken to court for the above case (.) At this point, he was told to sit down as the two officers who had gone to Karatina were called back without his knowledge (.) before the two officers arrived, two middle aged men entered the office (.) As they were entering, John Kinyua signalled them not to enter but IP Mulunga told them to enter in the office (.) On inquiring their problems, they said they had come to report a case of a Forcible Detainer of a parcel of land belonging to their Aunt (.) As the report was being received and details being recorded, the DCI officers arrived where by IP Mulunga told Pc Chelelgo that John Kinyua who he also knew about his case claimed he had come with Kshs. 200,000/- to bribe the Inspector to assist him in the case and instructed him to search John Kinyua and recover whatever was in his pockets (.) He also instructed IP Lucy to take a video footage of all that was happening inside the office (.) He also told the two reportees who were still inside the office to witness the outcome of the search (.) After the search some money in one thousand denomination was recovered (.) John Kinyua was instructed to count his money in the presence of the officers and the two witnesses (.) After counting it was found to be Kshs. 150,000/- (.) IP Mulunga instructed IP Lucy Mbugua to make an inventory of the recovery which was to be signed by all those who were in the office (.) As the inventory was being prepared, the two witnesses who were now identified as D. Nyaga and Anthony Nudi were asked to produce their ID's so as to be used in the inventory and its when one of them said they were officers(.) They were told that it was good since they were officers and have witnessed everything (.) They refused to produce their ID's and made calls where other people came and claimed they were colleagues from EACC Nyeri (.) The Sccio Mathira West and the Sub-County Police Commander Mathira West Mr. Ndegwa were informed who informed the County Police Commander and the CCIO Nyeri who ordered the suspect to be arrested and the money recovered to be kept as exhibit by the Sub-County Commander (.) Case taken over by Sccio Nyeri Central(.) case P.U.I (.)

Case taken over by Sccio Nyeri Central(.) case P.U.I (.)
