He's not doing too well on that front. But I'm sure he is trying. To succeed as a crooked president you need to;
(1) Build lots of cash reserves
(2) Buy key leaders who will influence perceptions at grass-root populations
(3) Convince the church that you are pious and secure their support
(4) Buy the media to stop any negative publicity
Ruto has built considerable cash reserves, but not to the level he was targeting because the Adani deal fell through. He has managed to buy Raila together with a few others. However, only Raila can guarantee some form of grass-root support. Other leaders' support bases are patchy at best. The church has abandoned Ruto mostly, while the media has been consistently critical of his leadership. In summary, he has a long way to go if he is to meet all four requirements.
