I would use the current quiet in the country and press a re-set button. I would want to imagine how Kenya would turn after the Corona into a first world country where all citizens are proud of their country, with everyone having an equal opportunity in all economic spheres. I would look at cutting recurrent expenditure by 50% and reallocating everything else to development.

I would ensure all the officials appointed by myself have KPIs and those who fall short leave for other deserving Kenyans. On this note 80% of my current cabinet and PSs would go home, 75% of all parastatal heads would follow suit. I would restructure and empower Public Service Commission to be the only source of appointments into public office and hold them responsible for any mediocre choices. I would use the opportunity to rationalise salaries in the public service. I would be having a special attention on teachers, medical services personnel and the security officers.

I would cause Senate to be the upper house to check on parliament and leave all elected leaders in all government levels with the roles of legislation, oversight and representation. I would influence change of remuneration to get a fixed salary without allowances and have the pay capped at 1m for MPs and 400K for MCAs, of course after having their numbers cut by 50% to avoid current over-representation. This way they would all focus and avoid side shows. The focus would be on over-sighting the rest of the government operations.

I would then focus on growing agriculture by addressing agricultural values chains, removing brokers and creating processing capabilities to cut on wastage and creating new products while also opening up both local and export markets. I would ban any imports of anything producable locally and get local industries specially supported. I would create a Free Trade Economic Zone Mombasa as an export platform for Kenyan products but also a conduit market for the rest of Africa.

I would change education to be purpose driven where talents are scouted earlier and specially harnessed. I would change the public health sector by equipping them with best and most modern facilities, offering incentives to attract the best medical staff and cap what private doctors can charge. I would then make it mandatory for all public servants to take their kids to public schools and hospitals for free.

I would make paramilitary training mandatory for a year after Form 4 or attainment of 18 years whichever comes first. I would also make every public gathering of more than 10 people to be singing the national anthem with their right hands on the chest before starting whatever the event.

The best gift he can give Kenya is to resign. He should have done so the day he said the words mnataka nifanye nini because no president ever should say those words but since he did not, now would be a great moment. Because if he finishes his term in office Kenya will be comatose. As it is the Mombasa Port is no longer Kenyan because it was used as a collateral. Tullow Oil are demanding over 400 million shillings from Kenya government...
