Herdsman, the mole and Kasongo

I remember one time my mother gave some guy a kibarua to work on the farm. He was tasked with weeding around the nappier grass, and at end of the day, take the weeds, plus the pieces of the nappier grass to the cows.
The instructions were very clear.
Few minutes into his work, the jamaa saw some mole furrow in the area. Few minutes later, he saw a mole run in and disappear.
The guy in excitement, left his job and started digging where the small animal had disappeared into. He dug a huge crater, but did not get the mole.
Next, he walked to my mum's tank, connected the horse pipe and directed the water to the furrow. Still nothing came up. By now, the tank was quarter empty!
He walked to the well, switched on the pump, and started filling up the tank again. But the more the tank got filled, the more he drained the water towards the furrow!
By 2:30 p.m. when he was supposed to be finishing his job, he had barely weeded 3 metres!
To make the matter worse, the tank was empty, and the tokens used to run the pump exhausted. His clothes were also muddy from the useless work he had done for 5 good hours!
The cows were also thirsty as he had directed the water meant for the shed to the soil!
Upon asking him what happened when she was away, the guy blamed the mole for destructing him and preventing him from working. No matter how much one tried to listen to the guy, it was not justifiable. His work was well cut out, but he chose drama and time wasting.
Although he was paid his day work, that is the last time he worked there. My mum, the employer, believed the guy had not only stolen from her by being paid for doing nothing worth, but had caused her unnecessary waste!
We have a man we gave 5 years to work, but 2.5 years later, he is chasing the wrong things, being busy doing nothing, and wasting the National resources! Organizing and re-organizing government. Allocating and re-allocating – Famously “Kutenga”
Just like our herdsman got thrilled abducting and torturing the mole, Kasongo is thrilled with abductions and inflicting pain.
Do we have anywhere in our constitution, or any from which the drafters of our constitution borrowed, that have provisions for handling the excesses of our leaders post their tenure? Or they all become demigods once they ascend to power such that they blatantly plunder our resources and misbehave knowing we will do nothing to them? because ours gets worse as much they come!!!
