How do i read this water meter? How much water has been consumed?

It may not be clear by the black digit is just moving from 6 to 7 and the red digit is moving from 9 to 0....so how much water has been consumed?

Is it 70m³?, 7.0m³, or 0.7m³?

7 units it is ,if you are the type of person who rounds off otherwise it is 6.9783m³ to be more precise thanks to the circular scales.
Let's wait for Caretaker , who has been reading water and electricity meters since the early 90s
