In the courts, there is anticipatory bail , on the road, there is anticipatory tax. Paid before committing an offense. That's exactly what the owners/drivers of this vehicles do. Try it its a fantastic way to break rules .

Not Jubilee, but the 2010 constitution that created an independent commission which is charged with disciplining and promotions of police officers, it's disciplinary roles died off with the retirement of Kavuludi.
