Why hadn't he recorded a statement already given the sensitivity of the matter? You have to wonder what evidence the DCI have submitted if they havent even questioned their own colleagues who were on duty. Worse still they lose a witness and expect others will volunteer information worth killing for, their incompetence is astounding!
