The bomas draft promoted a parliamentary system where the MPs would propose the prime minister, who would run govt, while the president elected by majority vote of the people was more of a symbolic national figure.

The bomas draft was watered-down by Rao when he thought he will win 2013. He miscalculated big time thinking that Kenyans won't elect ICC inductees.
 
Kuria is just trolling, no way Kenyans will agree to elect a symbolic head of state then give power to mpigs to elect an executive premier and head of government. The electorate can be stupid, e.g by electing Ruto, but mpigs being a distilled version of the voters itakuwa stupidity pro max choosing a head of government

In principle, it sounds good to have a separation of powers which I've supported before. However in practice, we've lately seen how all politicians, even the opposition currently without a constitutional office can unite with the sitting govt to oppose the will of the people. The people should have a direct role in exercising collective power.

When parliamentary system was being proposed, we had people MPs like Orengo,Karua,Michuki, Kibaki etc...I could trust them to vote for someone sober.

Right now we have Kawanjiku, Wamuratha, Kagombe, Wamunyota, Sudi, Kiarie, Wamathuruare etc..No way am I going to trust this cohort
