Apparently, Safaricom won a Kshs104 billion tender to provide an integrated healthcare information system for 12 years for the SHIF program. Behind the Safaricom cover, two companies, Apiero (A ghost Indian company operating from Abu Dhabi) and Convergence limited (Kenyan linked to Dualle), with no track record whatsoever of any completed projects, were brought in to work with Safaricom. The shocking part is that the two companies will be pocketing 90% of the contract value while Safaricom does the heavy lifting for just 10% of the contract value. Jayesh Saini of Nairobi West Hospital is the main broker for the Indian company.
Safaricom refused the contract but were forced by their chairman Adil Khawaja, who is a close friend to Jayesh Saini. Adil Khawaja's law firm, Dentons Hamilton Harrison & Mathews, is the transaction advisor and legal support to the project. From the 103 Billion, Safaricom will get less than 10% of the money while the rest goes to Apiero and Convergence, who are not bringing any tangible value to the SHIF digitization project. The telecommunications guys have been threaten to accept this.
