Alshabab again

Why don't they relocate all the barracks to these areas along the border?
I'm not an expert on national security but how do we justify paying soldiers to sit in a barracks when external enemies penetrate our borders and slaughter our people every other day?
 
I just don't understand the motive! I think people are using these tactics to extort or threaten people.
When shall we ever move forward?
