A CS uses a diplomatic passport and things like cash are carried in a diplomatic pouch, which is untouched, unless international laws changed. Hii ni porojo ya fertile imagination.

They don't touch diplomatic pouches but will sniff around and raise queries with the embassy if they believe the bag contains something suspicious. Such bags are restricted to documents and items for embassy use only. Without such checks, it would be extremely easy to ferry high-value contraband such as drugs around the world.
Something else, a diplomatic passport does not automatically qualify one to carry a diplomatic pouch. Someone carrying a diplomatic pouch must be designated as such by their country at the time of entering a foreign port.
