Depends with the time constraints of your project. It's easier to get a premium theme then tweak it.
If u want to learn, the process is the same...get a premium theme and break it down into its core components and study... YouTube is ur buddy.

Weh, if you have the time, go for it. You can tweak themes into what you want using things like Divi theme builder or WP Bakery if you're not satisfied with what other themes are giving you out of the box.

These themes are all good until you one day decide to switch to a different theme. You will realise your content is all shortcodes --just garbage with any other theme. With themes like that, once you commit you go all in.
