1 billion of prime cabinet Secretary has probably been used to buy 'sanitizers' for the vetting team. Luckily, I know even team B would have done the same. He was probably told to liquidate part of his portfolio or use it as collateral to get cash as 'sanitizer' then he'll get it back when he's the lord of the Treasury, finance, military etc etc. Remember even those in those ministries will answer to him first. Mombasa-Nairobi dualing will probably get him an extra half a billion on top.
