It's a bit of a situation because, when the vaccine was being developed, countries that cared for their people, put in orders.
Where were African countries and leaders at that time?
Middle East countries put in orders and were among the first countries to get the vaccines. Kuwait, Qatar, UAE.
We could argue thst they got the vaccine because they are rich countries but who said Africa is poor?
We have poor governance but we aren't poor.
We do not plan ahead but are first to cry foul.

We came in at the tail end of things. When there was hue and cry against 'experimentation' on Africans, none other than the president himself came out to explicitly state that no such research would happen in Kenya. By the time we quietly rescinded the moratorium, they'd long settled in RSA and were almost winding up.

Participation and placing an order are two different things. Even the countries where this vaccine was made, paid and made orders. Wa africa tuko na a very heavy ailment of post colonial depression. Heck most of us still act like were colonized. We do not plan and expect people to have our best interest, always waiting for handouts.
