If you search pale amazon UK, utapata powdered milk huretail at more than Ksh. 1900. So it's impossible to sell it here
Nigeria imports 98% of its milk mostly from Europe. And Nigerian dairy farmers cant compete with the imported milk/milk powder. So its possible to sell European milk even here.

Almost all milk processors do import milk powder for reconstituting especially during the dry season when raw milk production falls below expected amounts.
And they import in bulk,so they benefit from that!

Its true, Uganda doesn't have enough dairy cows to supply the amounts we saw from lato almost overnight, its reconstituted

Never knew that. But considering the kind of surplus milk that was being bought at 20bob per liter in 2019-20,....
What caused the so called surplus? Not over production coz companies,like the one I worked for,used all the excess milk to make butter and ghee.
The 'surplus' resulted from poor infrastructure...roads,coolers etc

my search gives me $8. Then

To get the liters of fresh milk to get 1kg of milk powder, divide 100% with the total solids 11.8%. Thus, theoretically - 8.5liters fresh milk will produce 1kg of powdered milk.

One, you don't use retail prices to estimate commodity prices. Two, agricultural exports from Europe are heavily subsidized, which makes them cheaper than local produce.
