I think he did a good job of transitioning the country from the Mbeberu administration and economy to the African one by having the right people in key places. He handed over a functioning, strong economy to Moi.but ferked the country over.

Countries gaining independence didn't have much in terms of institutions, and the British simply gave a short cource on governance and left. People like Jomo and his homeguard civil servants built this country - no way would we be where we are if Kenya was given to uneducated soldiers direct from the forest. Yes, they needed to be compensated and paid well, but that was that. They were simply doing their duty to their own people and country.
And one more thing. It is because of Jomo's brilliance that Kenya never ever experienced thekind of military chaos that virtually all Africa countries did. He walked the tight-rope between the Soviets and the Americans with absolute mastery, even having Nairobi become the third home of the UN. Many might take things like this for granted today, but they were stellar achievements.
