Fact is govts are often caught between a rock and a hard place when it comes to such epidemics. Lets consider their 2 main options

Option One: Tell the public exactly whats going on

In this case, you could risk absolute panic and possibly a breakdown of the states ability to function properly leave alone the economy. In a case like this, you could degrade a states ability to fight the disease.

Option 2: Lie about the cases.

In this case, you make people aware of the disease and how to avoid it. The state still functions as does the economy. You are thus better poised to fight the pandemic and this option will lead to fewer deaths in the long run.

The gava may have lied, but it was, in this case, in the best interests of the country.

I can assure you btw that the reported outbreaks in all countries is far lower than the actual cases the gava suspects or knows about. What is actually happening today will come out like 20yrs from now through a Kamau Ngotho-like expose

Imagine if say 10-20 people brought it earlier. What could really be thinking right now? At least we aren't as careless as Italy but again nothing could have been going on for more than a month or so. Yaani we didnt require a lockdown to make things stop. The only thing I differ on with you is the British themselves have been running around like headless chicken led by that unkempt joker they elected as PM, Boris Johnson.
They weren't sure how to deal with the pandemic and initiated a series of measures to protect mainly the elderly, lagging way behind other countries who were effecting far more wide ranging measures.
It was only yesterday that they came up with something close to what other European nations had done weeks ago.
If they were that bumbling and fumbling in handling their own cases, why would they act so pre emptively in Kenya?

Is it true, that if this happens, as it did in Italy, that Kenya could experience a serious above-ground outbreak?

This is the reality, and nobody should pretend that its not...............being aware of the possible future scenarios is not spreading panic. It is being prepared to act accordingly.
