Moving water that is 1 foot deep is enough to sweep away a salon car. If it is 1.5 feet will sweep away a lorry or bus.
Tanzania has been trying to educate it's citizenry.

There's a difference between stupidity and misapplication of judgement. I think this is a case of misapplied judgement.
Consider that just before the ill-fated bus, several vehicles had crossed safely. Including smaller ones. As a he bus waited two hours for the waters to subside.
