It's clearly not silver because the value of silver far exceeds the value printed on the coin, if the coin is 5 grams and the value of silver is around $0.10 per gram, would it make sense for the government to mint 1ksh coins out of pure silver? it's a cheap alloy, cheaper than 1 ksh otherwise people would be melting them,

Just find out how much we spent to procure the new 50-bob note.

Sadly, I don't have figures. But I expect an adult of average intelligence to understand, at a basic level, how money works. And that includes understanding that the value of money isn't determined by the printing/minting cost.
