That's exactly what the government does. It already looks the other way. The government knows that many Kenyans earn online from Arab, Chinese, American, Australian, Canadian and British clients. However, it doesn't have the resources to implement proper taxation. Secondly, it needs forex and to reduce unemployment. Lastly, the income fluctuates widely among freelancers so it would be incredibly difficult to impose tax on them.If I were the government, I would look the other way and assume that the incoming cash from hustles are remmitancies for taxation purposes. Kwani what's the difference? Why shouldn't we encourage our people to get jobs abroad even when they're based locally?
