Reject Mabati - A loophole to offload low quality products?

I have observed the volume of reject mabati in the market rise fast in the last few years. Whereas the sale of reject mabati may be permissible given their specific uses, it seems like they have become a category of their own, with prices just below that of full-quality products, and too high for reject products. Essentially, businesses are offloading lower quality mabati at slightly lower prices by simply labeling them as rejects. I have reason to suspect that manufacturers could be importing low quality sheet metal rolls to specifically manufacture reject mabati with the full knowledge that they will be used for roofing by some customers. Further, some quality issues might be hard to detect by consumers, meaning some could be buying defective products unknowingly.

I do not think the standards body has much latitude here unless new laws are enacted since defective mabati are legally saleable once labelled rejects.
